Article 1 Taipei City Government ("City Government") enacts this Program to facilitate the protection of human rights when the City Government's subordinate municipal organizations (collectively, "Subordinate Organizations") are performing their duties. Article 2 Subordinate Organizations shall actively plan and adopt measures to protect human rights with respect to their governing matters and professional fields in accordance with the domestic trends of human rights development and the City Government's future development trends. When enacting Self-government Laws and Regulations and Directions, Subordinate Organizations shall protect human rights and avoid infringement of human rights; such Organizations may, at any time, request legal opinions from the City Government's Department of Legal Affairs ("Legal Department") as to whether any human rights are infringed in connection with particular matters carried out or otherwise handled by the Subordinate Organizations. The Legal Department shall advise accordingly if any infringement of human rights is found when discussing or reviewing Self-government Laws and Regulations or Directions enacted by the Subordinate Organizations. Article 3 Subordinate Organizations shall actively and periodically conduct comprehensive reviews of Self-government Laws and Regulations, Directions, and administrative measures governed by them in order to ascertain whether the same infringe any human rights. If any human rights infringement is found in such Self-government Laws and Regulations, Directions, or administrative measures, the same shall be reviewed and corrected immediately. To promote human rights protection, City Government may hold the Human Rights Protection Consulting Meetings if needed. The meeting mentioned in the preceding paragraph shall be hold by the mayor or a person designated by the mayor, and staff work shall be managed by Legal Department. Article 4 When conducting yearly in-service trainings or studies, the City Government shall offer courses related to the protection of human rights in order to promote understanding of the concept of human rights, and to implement the protection of citizens' rights. When performing their duties, Subordinate Organizations shall provide diversified adaptive assistance in accordance with the disabled's individual needs in order to protect the rights of disabled individuals. Article 5 The Legal Department shall publicize documents such as the meeting records and reports created by the Human Rights Protection Consulting Meetings and related reports regarding human rights seminars on its website as references for the Subordinate Organizations pursuant to the Freedom of Government Information Law. The Legal Department may also conduct seminars or forums related to human rights in order to conduct comprehensive reviews to determine whether the City Government has achieved the mandate to protect human rights. Subordinate Organizations shall assist with the conduct of the seminars or forums referred to in the preceding paragraph. Subordinate Organizations may publicize matters related to the protection of human rights in their publications or on their websites. Article 6 The City Government's Department of Education shall facilitate the schools to hold activities to promote human rights, and to foster and advocate ideas related to human rights.
