October 21, 2013, Taipei City Government (2013) Order Fu-Fa-Zong-Zi No. 10233226600 amended and promulgated the title and all 7 Articles (Original title: Regulations Governing the Establishment of Premises of visitation/communication with the Minors of Domestic Violence, Taipei City).
  • Article 1. The Regulations are promulgated pursuant to Paragraph 2 of Article 46 of the Domestic Violence Prevention Act.
  • Article 2. The competent authority referred to in the Regulations are the Taipei City Center for Prevention of Domestic Violence and Sexual Assault (hereinafter referred to as the CPDVSA).
  • Article 3. The CPDVSA shall establish certain premises of visitation/communication and transfer with the minors of domestic violence (hereinafter referred to as the “visitation premises”) to conduct the affairs regarding to visitation/communication and transfer with minor children affected by domestic violence and their transfers. The CPDVSA may commission a private entity to perform the establishment of visitation premises and the related services. The matter commissioned and the legal basis for such commission shall be publicly announced and published in a government gazette or newspaper.
  • Article 4. The following measures shall be taken at visitation premises for protecting the safety of minor children, victims and other family members: 1.Providing the services of visitation/communication and transfer. 2.Making reports of visitation/communication and transfer records. 3.Providing related safety protection measures during the visitation /communication and transfer. 4.Other necessary measures.
  • Article 5. The visitation premises shall be established on locations with convenient transportation and safe environment and set up a reception room, and may establish different entrance/exits at restrooms and activity facilities. The visitation premises should consider the psychological needs and safety protection measures for the minor children, and set up various kinds of age-appropriate equipment to facilitate parent-child interaction.
  • Article 6. Personnel trained and educated in the control and prevention of domestic violence should be in place to provide the following services: 1. Social workers: coordinate and supervise the services of visitation /communication and transfer, and make reports of visitation/communication and transfer records. 2. Safety maintenance staff: maintain the safety of visitation/communication and transfer, and notify the police detachment if assistance is necessary.
  • Article 7. The Regulations shall come into force on the date of promulgation.
