Promulgated by the Taipei City Government, April 24th; 2003
  • Article 1 These Regulations are prescribed pursuant to Article 6 of the Ordinance Governing the Organization and Self-Governance of the Taipei City Government.
  • Article 2 Department of Government Ethics, Taipei City Government (The Department) shall have a Commissioner, under Mayor’s order, to be in charge of the overall business as well as command and supervise the subordinate units called the Government Employee Ethics Units and the Government Employee Ethics Officers; The Department shall also have a Deputy Commissioner to assist in Department’s affairs.
  • Article 3 The Department shall have the following divisions and offices with their corresponding duties: 1.Division 1: responsible for employment, discharge, and transfer of the employees of government ethics and protection of official secrets. 2.Division 2: responsible for uncovering corrupt or illegal practices and investigating reports of improprieties. 3.Division 3: responsible for propagandizing ethics regulations, prevention of corruption, recommendations for ethics reform, and property declaration of public servants. 4.Administrative Services Office: responsible for document timeliness control, affairs, paying, receiving and safekeeping of cash, paperwork, filing, property management, research and evaluations, legal affairs, and other matters not specified in other divisions, offices, and works.
  • Article 4 The Department shall have a Chief Secretary, a Senior Specialist, a Secretary, Division Chiefs, a Director, Inspectors, Specialists, Sub-Division Chiefs, a System Designer, Section Assistants, an Assistant Systems Coordinator, Assistants, Clerks, and a Computer Operator.
  • Article 5 The Department shall have an Accounting Officer responsible for budgeting, accounting, and statistics matters.
  • Article 6 The Department shall have a Personnel Officer responsible for personnel management matters.
  • Article 7 The number and ranks of the Department employees shall be tabulated separately. The grades of the personnel shall be determined on the basis of a formal staffing table.
  • Article 8 The Department shall hold a session once per month and may hold provisional sessions when necessary. All the sessions shall be convened and chaired by the Commissioner. The sessions shall be comprised of: 1.Commissioner 2.Deputy Commissioner 3.Chief Secretary 4.Senior Specialist 5.Division Chief 6.Director 7.Accounting Officer 8.Personnel Officer The Commissioner shall invite or appoint other related personnel to attend and participate in the sessions when necessary.
  • Article 9 The Department shall establish all kinds of committees to fulfill the needs of Department’s business. The regulations of setting up new committees shall be drafted separately.
  • Article 10 The Department shall have charts of hierarchical responsibilities divided into A and B forms. Form A shall be designed by the Department and submitted to the Taipei City Government for approval; B form shall also be created by the Department and reported to the Taipei City Government for future review. The charts of hierarchical responsibilities of all the Government Employee Ethics Units of the Taipei City Government shall be reported to the Taipei City Government for approval.
  • Article 11 These regulations have been enforced since the announced date.
