Promulgated by Fu Fa Shan Zhi (91) Order #09104755900, Taipei City Government on February 27th 2002
  • Article 1 These Regulations are prescribed pursuant to Article 6 of the Ordinance Governing the Organization and Self-Governance of the Taipei City Government.
  • Article 2 Taipei Hakka Affairs Commission (The Commission) to be in charge of Hakka affairs in Taipei City.
  • Article 3 The Commission shall have a Chairperson to be appointed by the Mayor, to be in charge of the overall Commission affairs and supervises all the employees. The Commission shall have between 17 to 25 Committee members to be unpaid and concurred by the appointment of the Mayor: 1.Representatives of Hakka associations 2.Scholars who are enthusiastic about Hakka affairs 3.People who make contribution to Hakka culture and education Women Committees shall account for no less than one third of the above members. The tenure of the Committee members is two years and can be reappointed for one term. Those who fill in the vacancies of the members shall serve to the term of the original members
  • Article 4 The Commission shall have the following divisions and offices with their corresponding duties: 1.Division 1: responsible for planning, research & development and operation plans of Hakka affairs; establishment, management and supervision of Taipei Hakka Culture Hall and Hakka Culture Center; domestic and foreign cooperation and exchange for Hakka affairs 2.Division 2: responsible for preservation and promotion of traditional Hakka culture, development of Hakka language, study on Hakka manners, training of traditional Hakka folk customs and language, composition of Hakka culture and guidance on Hakka associations, etc 3.Administrative Services: responsible for documents, filing, information, legal affairs, research & evaluations, affairs, cashier, procurement, and other affairs that are not specified in other divisions, offices.
  • Article 5 the Commision shall hold a Committee meeting every two months In principle, A temporary meeting shall be held if required. The Committee meeting shall be presided by the Chairperson. Presented members shall elect one member to work on behalf of the chairperson upon absence of the Chairman due to any cause.
  • Article 6 The Commission shall have a Chief Secretary, a Senior Specialist, a Secretary, Division Chiefs, Directors, Specialists, a Systems Analyst, Section Assistants, Senior Clerks, and Clerk.
  • Article 7 The Commission shall have an Accounting Office with one Director responsible for budgeting, accounting, and statistics matters
  • Article 8 The Commission shall have a Personnel Officer concurred by The Department of Personnel, Taipei City Government , responsible for personnel management matters.
  • Article 9 The number and ranks of the Commission's employees shall be tabulated separately. The grades of the personnel shall be determined on the basis of a formal staffing table.
  • Article 10 The Commission meeting is held monthly and convened by the Chairperson. A temporary meeting will be held if required. The meeting is participated in with the following persons: 1.Chairperson 2.Chief Secretary 3.Senior Specialist 4.Secretary 5.Division Chief 6.Director 7.Director, Accounting Office 8.Personnel Officer
  • Article 11 The Commission shall have charts of hierarchical responsibilities divided into A and B forms. Form A shall be designed by the Commission and submitted to the Taipei City Government for approval; form B shall also be created by the Commission and reported to the Taipei City Government for future review.
  • Article 12 Date of effective of These Regulations will be determined by Taipei City Government.
