  • 1.The Taipei Municipal Government ( “Government”) has set up these key guidelines in order to strengthen its service to the public (“you”) and provide Professional Advisory Services (“Services”) such as legal consulting, construction consulting, and land administration consulting.
  • 2.The Information and Assistance Division of the Administrative Services Office/ Secretariat (“Office” or “we”) will provide Services during office hours.
  • 3.The Office will work with relevant professional associations and have them dispatch lawyers, architects, and land administration agents to provide Services. Regarding legal consultations, the Office may hire professionally trained legal assistants to assist lawyers with relevant matters.
  • 4.Services are only available to citizens with Taipei City (“City”) household registration. However, if a case is related to the City or the Government, a non-Taipei resident may also apply for Services.
  • 5.To use the legal consultations services, you can only come for a face-to-face interview. To use construction consulting services or land administration advisory services, you may choose to come for a face-to-face interview or consult by telephone.
  • 6.To use our Services, you must first fill out the application form, register with the service desk, and then wait to be called. For telephone consultations, you must provide true and accurate personal information when asked.
  • 7.If you are eligible for mediation under the Township and County-Administered City Mediation Act, we will refer you to the Township and City (District) Mediation Committee that has jurisdiction over your case.
  • 8.The following will automatically disqualify an application for legal consultation if your request is about: (1) preparing any court papers or legal documents; (2) retaining a lawyer; (3) requesting an on-duty lawyer to act as your litigation lawyer; or (4) refusing to answer questions or provide false statements to the on-duty lawyer or the legal assistant; or (5) inquiring non-legal issues. In the above-mentioned situations, if needed, we will refer you to a relevant bar association, the Joint Service Centre of a relevant district court, or other relevant authorities.
  • 9.The staff involved with Services must keep detailed record and keep all content strictly confidential.
  • 10.If your question involves any Government Department’s duties and responsibilities, we will refer you to the relevant department for further inquiry.
  • 11.The professional or legal assistant who provides Services must complete monthly service records and send them to the Office for filing.
  • 12.The Office will plan the budget to pay the professionals and legal assistants for their services accordingly.
  • 13.The Office will design the format of the application form, as stated in Point 6.
